Pennsylvania American Water completed its acquisition of Appalachian Utilities, Inc. for approximately $3.5 million on October 27, 2025.
The acquired system serves about 1,450 customer connections in Lock Haven, Avis Borough, and the Pine Creek and Dunnstable townships of Clinton County.
The company will invest more than $6.2 million over the next five years to upgrade infrastructure, meet regulatory, safety, and security standards, and keep rates affordable.
The Pennsylvania Public Utility Commission approved the acquisition on September 11, 2025, and Pennsylvania American Water will adopt the rates currently charged to the system’s customers.
All three full‑time employees of Appalachian Utilities were retained by Pennsylvania American Water.
Customers who were previously billed bi‑monthly will transition to monthly billing under the new ownership.
Pennsylvania American Water will offer its H2O Help to Others Program, providing financial assistance to eligible customers affected by the transition.
Frank Sargent, Jr., former president of Appalachian Utilities, said the decision to sell followed 30 years of service and challenges in the water business.
The acquisition occurs alongside American Water Works Company's announcement of a merger with Essential Utilities, a move that expands its regulated footprint across the United States.
Appalachian Utilities has served its communities since 1995, and the acquisition fits into American Water’s broader strategy of consolidating smaller systems to support its $40‑$42 billion capital investment plan over the next decade.
