On October 2, 2025, Dubai’s Roads and Transport Authority (RTA) granted Baidu its first autonomous driving testing permit and 50 test licenses. This makes Apollo Go the only platform authorized to run urban road trials in Dubai, solidifying its international expansion.

The permits, which were issued in July, have allowed Baidu’s Apollo Go fleet of fifty autonomous vehicles to begin testing since August. This regulatory approval is a crucial step towards the commercial deployment of robotaxis in the Middle Eastern city.

This exclusive authorization provides Baidu with a significant competitive advantage in a new, high-profile market, reinforcing its position as a global leader in autonomous driving technology and paving the way for its planned deployment of 1,000 robotaxis by 2028.
