California Water Service Group (CWT) announced on Thursday, January 8, 2026, that it will acquire the remaining membership interests of BVRT Utility Holding Company LLC, a Texas joint‑venture that operates seven water and wastewater utilities in the Austin‑San Antonio corridor.
BVRT currently serves more than 4,200 residential and commercial connections and has commitments for an additional 16,000 connections, positioning it to capture a sizable share of the region’s projected 3 million‑person population growth by 2050.
The transaction will make CWT the sole owner of BVRT’s assets and consolidate the utilities under its Texas Water Service umbrella, extending CWT’s footprint into a high‑growth market that has attracted significant private investment since 2021.
The deal is subject to customary approvals, including a change‑of‑control filing with the Texas Public Utilities Commission and board approval, and is expected to close once those regulatory and corporate approvals are obtained.
BVRT’s subsidiary, Camino Real Utility Company, has secured a water certificate of convenience and necessity and is actively extending sewer mains for the Oatman Hill development, which is slated to add up to 5,000 dwelling units by 2036, underscoring the long‑term infrastructure investment opportunities that CWT will now control.
Group Chairman and CEO Martin A. Kropelnicki said the acquisition “strengthens CWT’s strategic focus on growth outside California, where regulatory uncertainty remains a risk, and positions the company to accelerate infrastructure investments and capture the full revenue stream from Texas.”
By consolidating its Texas operations, CWT reduces regulatory exposure, gains greater pricing and operational control, and positions itself to benefit from the region’s rapid population growth, thereby enhancing its long‑term growth trajectory and diversifying its geographic risk profile.
