A Leavenworth County judge has granted the City of Leavenworth's request for a temporary restraining order against CoreCivic, barring the company from housing U.S. Immigration and Customs Enforcement (ICE) detainees at its Midwest Regional Reception Center without a city permit. CoreCivic had previously withdrawn its permit application, arguing it was not required and the process would be too lengthy.

CoreCivic stated in legal filings that halting the opening of the 1,033-bed facility would result in a loss of $4.2 million in revenue each month. The city's lawsuit alleged that CoreCivic impeded police investigations and mismanaged the facility during previous operations, necessitating the permitting process to safeguard against future problems.

This ruling represents a significant operational setback for CoreCivic's plans to reactivate idle facilities to meet increased federal demand.
