The transaction fee is a strategic measure to offset the increased tax burden, which disproportionately affects leading sportsbooks like DraftKings and FanDuel. DraftKings stated that it would immediately remove the Illinois-specific per wager transaction fee if the legislation were to be repealed, indicating its direct link to the state's tax policy.
