Ellomay Capital Ltd. received approval from the Israeli National Licensing Authority for a building permit that will enable the construction of a new 650‑MW turbine unit at the Dorad power plant.
The permit covers all required engineering works and the installation of the new turbine, de‑risking the project and paving the way for construction to begin.
Ellomay’s indirect ownership of Dorad rises to 16.9% through its 50% stake in Ellomay Luzon Energy Infrastructures Ltd., up from 9.375% before the July 22 2025 acquisition. The expansion, referred to as Dorad 2, will increase Dorad’s total capacity from its current 840 MW to roughly 1,490 MW.
Dorad is one of Israel’s largest private power plants and a key player in the country’s push to raise renewable energy to 17 % of the national mix by 2030. Adding 650 MW strengthens the company’s position in the competitive Israeli electricity market and supports Ellomay’s broader growth strategy across Europe, the U.S., and Israel.
The building‑permit approval is a critical step toward realizing the company’s planned capacity expansion. While the exact construction start date and financing details have not yet been disclosed, the regulatory clearance signals that the project can move forward and is expected to generate additional revenue streams for Ellomay in the coming years.
Analysts view the permit as a positive development that reduces regulatory risk and enhances the company’s long‑term earnings potential, although specific market reaction data are not available.
