U.S. Government Intends to Deny Enterprise Products' Ethane Export Requests to China

Enterprise Products Partners announced on June 4, 2025, that it received notice from the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) of its intent to deny Emergency Authorization Requests (EARs) for three proposed ethane cargoes to China. These cargoes total approximately 2.2 million barrels. The company has up to twenty days to respond to BIS with comments or rebuttals regarding these affected EARs. Unless Enterprise is advised otherwise, these denials will become final without further notice after 45 days from the notification date. This development follows the new licensing requirements imposed by the U.S. government on ethane exports to China, further escalating trade tensions and directly impacting Enterprise's ability to serve a key international market. In 2024, approximately 40 percent of Enterprise's ethane exports from its Houston Ship Channel terminal were destined for Chinese markets.
