enCore Energy Corp. announced on May 29, 2025, the approval for the inclusion of the Upper Spring Creek In-Situ Recovery (ISR) Uranium Project in its existing Radioactive Materials License (RML) from the Texas Commission on Environmental Quality (TCEQ). This license permits enCore to handle radioactive materials, including the final product, U3O8.
The current RML already encompasses the Rosita Uranium Central Processing Plant, and this expansion allows for the integration of Upper Spring Creek into the company's South Texas operations. With this critical regulatory hurdle cleared, construction has commenced at the Upper Spring Creek Project.
The Upper Spring Creek Project is a planned Satellite IX Plant operation for the Rosita CPP, consisting of several future potential production units within the historic Clay West uranium district. This development is a significant step towards expanding enCore's uranium production capacity.
