Fluor Commences Construction on Texas State Highway 6 Expansion, $671 Million Project

Fluor began construction on the 12‑mile State Highway 6 expansion in Bryan/College Station, Texas, with a groundbreaking ceremony on November 21, 2025. The project, awarded by TxDOT, will widen the corridor to three lanes in each direction, improve interchanges, and add safety features. The contract is valued at $671 million.

The expansion is part of Fluor’s strategy to strengthen its infrastructure portfolio. The company’s Q3 2025 results showed revenue of $3.4 billion, down 18% year‑over‑year, but adjusted EBITDA rose 29% to $161 million and adjusted EPS climbed 33% to $0.68. Fluor also increased its 2025 guidance for adjusted EPS, EBITDA, and operating cash flow, reflecting confidence in its pipeline.

Fluor’s backlog stood at $28.2 billion, with 82% reimbursable, and new awards of $3.3 billion in Q3 2025, 99% reimbursable. The State Highway 6 project adds a significant, long‑term revenue stream that aligns with the company’s focus on large‑scale public‑works projects and a predominantly reimbursable portfolio.

CEO Jim Breuer said the company remains well positioned despite short‑term uncertainty, citing disciplined project delivery and a clear capital allocation strategy. Infrastructure President Shawn West highlighted the project’s role in supporting Texas’ growth and prosperity.

The project is expected to be completed by the end of 2030, providing a steady source of revenue and reinforcing Fluor’s presence in Texas, a state with a strong demand for transportation infrastructure.
