CGI Secures Major Florida Government Contract Milestones, Strengthening Public‑Sector Presence

CGI Inc. announced that it has closed two substantial public‑sector engagements in Florida, delivering its unified ERP platform, CGI Advantage, to Orange County and the Southwest Florida Water Management District. The contracts include a cloud‑based financial management system, intelligent automation for invoicing and requisitions, and a full‑stack test‑automation solution, CGI TestSavvy, that replaces manual testing processes.

In Orange County, the CGI Advantage upgrade incorporates integrated intelligent automation that streamlines invoicing and automates requisition workflows. A separate case study of a similar upgrade in the county’s finance system reported annual savings of roughly US$300,000 through reduced manual effort and faster cycle times. While the exact savings for the current deployment are not disclosed, the same automation capabilities are expected to deliver comparable efficiency gains and cost reductions for the county’s finance operations.

The Southwest Florida Water Management District completed a comprehensive cloud migration of its financial management and performance‑budgeting modules. The migration was coupled with the deployment of CGI TestSavvy, which automates test cases without requiring extensive coding knowledge, and CGI EngageHub, a digital engagement platform that improves citizen and stakeholder interactions. The district’s move to the cloud is expected to enhance data accessibility, reduce on‑premise maintenance costs, and accelerate reporting cycles for budget oversight.

These wins reinforce CGI’s “Build and Buy” growth strategy by expanding the reach of its core public‑sector solutions. The recurring revenue model of ERP and managed services provides a stable income stream, while the adoption of automation and cloud technologies positions CGI ahead of competitors that still rely on legacy systems. The contracts also signal strong demand for digital transformation in state and local governments, a segment that has historically been a key growth driver for CGI’s public‑sector business.

CGI’s Q3 fiscal 2025 results showed revenue of US$4.09 billion, up 11.4% year‑over‑year, and an earnings‑before‑income‑taxes margin of 13.5%, a decline of 270 basis points from the same period a year earlier. The company cited margin compression from restructuring costs and integration of recent acquisitions. The Florida contracts, while not yet reflected in the quarterly numbers, are expected to contribute to the recurring revenue base and help offset margin pressure in the near term. CEO François Boulanger emphasized that the company’s focus on AI‑driven solutions and public‑sector expertise is delivering “strong momentum” and that the new contracts will support continued growth in the government services segment.
