Hydro One Files Application for Welland‑Thorold 230‑kV Transmission Line to Expand Grid Capacity

Hydro One filed an application with the Ontario Energy Board for a new double‑circuit 230‑kV transmission line that will run from Abitibi Consolidated Junction in Thorold to Crowland Transformer Station in Welland. The project is valued at approximately $311 million and is expected to be completed by 2029.

The line is a key element of Hydro One’s strategy to meet Ontario’s projected 70 % increase in electricity demand by 2050, as outlined in the province’s Integrated Energy Plan. By expanding the Crowland transmission system, the project will enhance grid reliability, reduce congestion, and support the Niagara Region’s growing industrial base—including data centers, electric‑vehicle infrastructure, and other electrification initiatives.

The application is being processed under Section 92 of the Ontario Energy Board Act and is currently undergoing a Class Environmental Assessment. The preferred route has been selected and the assessment is expected to conclude by the end of 2025, after which Hydro One will seek final approval to proceed with construction.

Hydro One’s 50‑50 First Nations Equity Partnership model is incorporated into the project, allowing nearby First Nations to invest a 50 % equity stake. The partnership strengthens community engagement, provides a financing advantage, and aligns with Ontario’s reconciliation and economic development goals.

Hydro One serves 1.5 million customers across Ontario. The new line will support the province’s electrification trajectory, positioning Hydro One to capture future demand from data centers, EV infrastructure, and other electrification initiatives, reinforcing its long‑term growth strategy.
