FTC Sues Live Nation and Ticketmaster Over Alleged Illegal Ticket Resale Tactics and Collusion

The U.S. Federal Trade Commission (FTC), joined by seven states, filed a lawsuit against Live Nation and its ticketing arm, Ticketmaster, on September 18, 2025. The lawsuit alleges 'illegal' ticket resale tactics and tacit collusion with ticket brokers, allowing them to unlawfully purchase tickets for resale at significant markups. The complaint claims Ticketmaster employs a 'bait and switch' approach to advertising ticket prices, effectively increasing total costs, and violates the Better Online Ticket Sales (BOTS) Act. It further alleges that Ticketmaster 'triple dips' by collecting fees from brokers on both primary and secondary markets, as well as from consumers. The FTC stated that Ticketmaster controls approximately 80% of major concert venues' ticketing and generated $3.7 billion from resold tickets between 2019 and 2024. The lawsuit seeks an injunction to halt these alleged practices, posing a significant new legal and operational challenge for Live Nation.
