ManpowerGroup's Employment Outlook Survey, released on June 10, 2025, indicated that employers worldwide demonstrate resilient hiring intentions for the third quarter, with a global Net Employment Outlook (NEO) of +24%. This is down just one point from the previous quarter but up two points year-over-year.
The report, based on responses from over 40,600 employers across 42 countries, revealed that 89% of companies globally reported that the changing trade situation impacted their hiring decisions in the Spring. This highlights significant uncertainty around global trade dynamics.
Jonas Prising, ManpowerGroup Chair & CEO, noted that while trade uncertainty added to cooling labor markets, hiring Outlooks have stabilized for now. Employers are focusing on attracting specialist skills and investing in AI to enhance human potential, though caution remains high.
