ManpowerGroup's Employment Outlook Survey, released on December 10, 2024, indicated that global hiring intentions have stabilized heading into the first quarter of 2025. Employers reported a Net Employment Outlook (NEO) of 25%, which remained unchanged from the previous quarter but showed a modest decrease of one percentage point year-over-year.
The survey, which gathered data from over 40,000 employers across 42 countries, suggests that employers are maintaining steady workforce planning despite ongoing economic uncertainty. Jonas Prising, ManpowerGroup Chair & CEO, noted that fluctuations seen in recent quarters are beginning to stabilize.
Regionally, the Americas reported the strongest Outlook for Q1 at 29%, followed by Asia Pacific (APAC) at 27%. Hiring expectations in Europe, Middle East, and Africa (EMEA) remained the lowest at 19%. The survey also highlighted sustained strength in the IT sector and consistent hiring intentions among larger organizations.
