U.S. ITC Issues Affirmative Decision in Crystalline Silicon PV Cell Investigations

The U.S. International Trade Commission (ITC) announced on May 21, 2025, an affirmative determination in its final phase antidumping and countervailing duty investigations. These investigations concern Crystalline Silicon Photovoltaic Cells, whether or not assembled into modules, originating from Cambodia, Malaysia, Thailand, and Vietnam.

This decision by the ITC indicates that the domestic industry has been materially injured or threatened with material injury by reason of imports of these products. The ruling could lead to the imposition of duties on solar cells and modules from the named countries.
