MGM Resorts International’s subsidiary, MGM Yonkers Inc., announced on October 15, 2025 that it is withdrawing its commercial casino license application for the Empire City Casino site in Yonkers, New York. The decision follows a reassessment of the competitive and economic assumptions that underpinned the original proposal, which had been submitted in June of the same year. The withdrawal eliminates a planned $2.3 billion investment that was intended to renovate and expand the Empire City Casino. MGM cited a shift in the competitive landscape—four proposals now clustered in a small geographic area—and new state guidance that would limit the license term to 15 years instead of the originally anticipated 30 years, thereby reducing the expected return on the project. MGM remains committed to operating the property in its current format and highlights the casino’s historical contribution of more than $5 billion to New York State education, including $1.6 billion under MGM’s ownership. The company stated that the decision aligns with its capital stewardship priorities and the interests of its real‑estate partner, VICI, while maintaining service to the Yonkers community.
