Nokia Oyj announced a multi‑year partnership with Indonesian digital‑telecom provider Surge on November 14, 2025 to deploy a 5G fixed‑wireless access (FWA) network across Java, Papua and Maluku provinces, with the first sites slated for rollout in December 2025.
The agreement gives Surge access to Nokia’s AirScale Radio Access Network portfolio, including the latest AirScale Baseband and Remote Radio Head (RRH) units, and zero‑footprint site solutions powered by ReefShark System‑on‑Chip technology. Surge will also use Nokia’s MantaRay network‑management platform to deliver AI‑driven performance and operational efficiency across the network.
The deal positions Nokia in Indonesia’s largest emerging market and supports the government’s Affordable Broadband initiative, which aims to bring high‑speed connectivity to underserved regions by 2027. It also adds a new, high‑potential revenue stream to Nokia’s order backlog and reinforces the company’s strategy to grow beyond traditional communication service provider customers into high‑growth hyperscale and enterprise markets.
Nokia’s Q3 2025 earnings report showed a gross margin of 43.7% and a comparable operating margin of 9.0%, with the company revising its full‑year 2025 operating‑profit guidance to between EUR 1.7 billion and EUR 2.2 billion. The partnership is expected to contribute to the company’s revenue growth and help offset margin pressure from the broader telecom market, while the advanced AirScale portfolio supports Nokia’s focus on high‑margin, AI‑enabled network solutions.
Indonesia’s Affordable Broadband initiative sets a target of connecting 70 million households by 2027, with a focus on rural and remote areas. The partnership will enable Surge to deploy cost‑effective, high‑density 5G FWA sites that can reach households without existing wired infrastructure, giving Nokia a foothold in a market where competitors such as Telkomsel and XL Axiata are also pursuing 5G FWA deployments.
