U.S. Department of Commerce Imposes Preliminary CVD Tariffs Up to 721% on Chinese Graphite

NOVONIX Limited announced on May 21, 2025, that the U.S. Department of Commerce issued a preliminary affirmative determination to impose countervailing duty (CVD) tariffs on synthetic and natural graphite anode material from China. These tariffs could be as high as 721%. This decision follows a preliminary determination by the International Trade Commission in February, which asserted that China suppressed the establishment of the domestic graphite industry in the United States through artificially cheap exports.

Michael O’Kronley, CEO of NOVONIX, stated that this decision is an important step in supporting the United States’ goal of developing a domestic critical mineral supply for increased energy independence. The Department of Commerce is also conducting its own antidumping duty (AD) investigation, with any additional AD tariffs expected to stack onto the announced CVD tariffs. Final determinations for both investigations are anticipated around December 5, 2025.

This trade case was initiated by the American Active Anode Material Producers, including NOVONIX, and aims to address unfair pricing practices by Chinese producers. The imposition of these tariffs is expected to create a more level playing field for domestic graphite manufacturers. This regulatory action significantly enhances the competitive position of U.S.-based battery material suppliers like NOVONIX.
