PLDT Faces Significant Regulatory Challenge from 'Konektadong Pinoy Bill'

PLDT Inc. is facing a significant regulatory challenge from the proposed 'Konektadong Pinoy Bill'. The company's Chief Legal Counsel has highlighted several unconstitutional issues within the bill.

Concerns include discriminatory treatment favoring data transmission and satellite providers, which could disadvantage established telcos. A broad open access standard is also problematic, potentially allowing access to telco assets without an obligation to build infrastructure.

PLDT's legal counsel stated that such provisions could be 'almost confiscatory' and create a 'disincentive to build further improvements to the infrastructure of telcos in the Philippines.' This could severely impact future capital expenditures and network expansion.

The company hopes the President will veto the bill and is prepared to challenge it legally if it is enacted. This legal and regulatory uncertainty poses a material risk to PLDT's operational and investment strategies.
