Phillips 66 announced plans to cease operations at its Los Angeles-area refinery in the fourth quarter of 2025. The company will work with the state of California to ensure continued fuel supply to markets and meet consumer demand.
The decision is driven by the long-term sustainability of the refinery being uncertain and affected by market dynamics. Approximately 600 employees and 300 contractors currently operate the facility, with layoffs for most workers expected to begin in December.
Phillips 66 is engaging leading land development firms to evaluate future uses for the 650-acre sites in Wilmington and Carson, California. The company plans to supply gasoline from other sources within and outside its refining network, as well as renewable diesel and sustainable aviation fuels from its Rodeo Renewable Energy Complex.
