Stagwell Inc. has appointed Zac Moffatt, the chief executive and co‑founder of Targeted Victory, as the company’s first Global Chair for Communications and Advocacy. Moffatt will oversee the network’s seven agencies—Allison, HarrisX, HUNTER, Consulum, SKDK, Sloane and Targeted Victory—whose combined operations are expected to generate roughly $400 million in net revenue in 2025 and employ more than 1,500 people worldwide.
Moffatt’s track record at Targeted Victory, which grew from 20 staff and $20 million in revenue in 2017 to over 230 employees and $100 million in annual revenue, underpins the confidence in his ability to scale the newly unified vertical. His experience in building technology‑driven revenue streams and managing rapid growth positions him to accelerate the adoption of AI‑enabled tools across the group’s political and media services.
The move is intended to create a more cohesive strategy across Stagwell’s communications and advocacy capabilities, allowing the company to deliver integrated political and media solutions to high‑profile clients. By centralizing leadership, Stagwell aims to streamline decision‑making, accelerate cross‑agency collaboration and deepen client relationships, thereby capturing larger mandates and reinforcing its competitive advantage against legacy holding companies.

The appointment does not alter Stagwell’s overall 2025 financial guidance, which remains at approximately 8% net revenue growth and an adjusted EBITDA range of $410 million to $460 million. However, the $400 million revenue contribution from the new vertical represents a substantial portion of the company’s total revenue and underscores the strategic importance of the communications and advocacy segment in Stagwell’s portfolio.
