VEON’s Beeline Kazakhstan has begun construction of a new Tier‑III Hyper Cloud data center in Almaty, a move that will anchor the country’s sovereign cloud, AI compute, and enterprise digital services ecosystem. The facility, which will keep all customer data within Kazakhstan, is designed to meet the nation’s strict data‑localization laws and national‑security requirements.
The Hyper Cloud data center will provide a full suite of services—including IaaS, PaaS, BaaS, GPU‑as‑a‑Service, and Security‑as‑a‑Service—to small and medium‑sized enterprises, developers, and public‑sector organizations. By delivering domestic, secure, and scalable compute capacity, the project aims to accelerate the adoption of artificial intelligence, blockchain solutions, and next‑generation telecom services across the country.
Targeted to go live by the end of 2026, the Tier‑III facility will deliver full‑service redundancy within Beeline Kazakhstan’s own infrastructure, ensuring high availability and concurrent maintainability for enterprise and public‑sector cloud users. The investment, while not publicly disclosed, is part of VEON’s broader strategy to transform frontier markets into digital hubs and to shift from a connectivity provider to a digital operator.
Kazakhstan’s IT sector has expanded rapidly, with more than 18,000 companies operating and a 16% growth over the past three years. The new data center positions Beeline Kazakhstan to capture a growing share of the domestic cloud market, which is increasingly driven by data‑sovereignty mandates and the need for low‑latency AI and telecom services.
