VEON’s Beeline Kazakhstan Holding and Rakuten Symphony, a subsidiary of Japan’s Rakuten Group, signed a Memorandum of Understanding on December 23 2025 to collaborate on next‑generation connectivity, digital services, and cloud‑native network infrastructure.
